REGULATORY EFFECTIVENESS REVIEW (TAC NOS. 76706,76707)
This letter conveys the results and conclusions of the Regulatory L
Effectiveness Review (RER) conducted by the NRC's Office of Nuclear Reactor Regulation at the Limerick Generating Station, Unit Nos. I and 2, from May 7 through 11, 1990. The RER teom was composed of NRC personnel assisted by memberb of the U.S. Army Special Forces. The purpose of the RER program is to assure that safeguards implemented at licensed power reactors meet NRC performance objectives and that NRC safeguards regulations adequately l
support those objectives.

The RER conclusions are documented in the enclosed report (Part 1. Safeguards Systems Effectiveness Review; Part 11, Safety / Safeguards Interface Review; and Part 111, Vital Area Definition). This enclosure, which contains safeguards information of a type specified in 10 CFR 73.21 will not be placed in the PublicDocumentRoom,andmustbeprotectedagaInstunauthorizeddisclosure.
Part 1 Section 1.2 of the report, defines the categories of the team's findings. As noted in the report, some of the elements of the Limerick L
safeguards program were found to be notable safeguards strengths.
The team also identified some inadequacies and program concerns.
Changes to your security program that rectify these weaknesses could result in significant improvement in your site's safeguards program effectiveness.
The enclosed report does not convey any new regulatory requirement.
Its findings have been considered with respect to your ability to meet the general performance objective and requirements of 10 CFR 73.55(a).

We request that you review the report and provide a response to this office within 45 days after receiving this letter.
Your response should include a discussion of why you believe corrective action is not warranted for hf03 any of these findings that you do not intend to correct.
