NRC INTEGRATED INSPbCTION REPORT 50-352/99-04, 50-353/99-04
Dear Mr. Rainey:

On July 12,1999, the NRC completed an inspection of routine activities at your Limerick
~
Generating Station, Units 1 and 2. The enclosed report presents the results of this inspection.
We concluded that your staff continued to operate both units safely. Nevertheless, we note that
several personnel errors are documented in this inspection report. In particular, one personnel
!
error caused an unintended automatic reactor shutdown. Two other personnel errors resulted in

technical specification surveillance activities not being performed when required, one of which
resulted in a violation as described below.
Based on the results of this inspection, the NRC has determined that one violation of NRC
requirements occurred. The violation involved the late performance of an off-gas grab sample
surveillance and was the result of a personnel erretr. This violation is being treated as a Non-
Cited Violation (NCV), consistent'with Appendix C of the Enforcement Policy. -This NCV is
described in the enclosed inspection report. If you contest the violation or severity level of this
NCV, you should provide a response within 30 days of the date of this inspection report, with the
basis for your denial, to the Nuclear Regulatory Commission, ATTN: Document Control Desk,
Washington DC 20555-0001, with a copies to the Regional Administrator, Region I, and the
Director, Office of Enforcement, United States Nuclear Regulatory Commission, Washington,
DC 20555-0001 and the NRC Resident inspector at the Limerick Generating Station.
