COMPLETION OF LICENSING ACTION FOR NRC BULLETIN 96-03, LIMERICK GENERATING STATION (LGS), UNIT 1 (TAC NO. M99153)

Dear Mr. Edwards:

On May 6,1996, the U.S. Nuclear Regulatory Commission (NRC) issued NRC Bulletin 96-03,

" Potential Plugging of Emergency Core Cooling Suction Strainers by Debris in Boiling-Water Reactors," to all holders of operating licensees or construction permits for boiling-water reactors (BWRs). The NRC issued the bulletin to ensure that the emergency core cooling systems (ECCS) in BWRs can perform their intended safety function to mitigate the effects of a postulated loss-of-coolant accident (LOCA). The bulletin provided three options for resolving

- this issue including (1) installation of large capacity passive strainers, (2) installation of self-cleaning strainers, or(3) installation of a backflush system.

In the bulletin, the NRC staff specifically requested that licensees submit the following reports for each of their facilities:

1.- A description of planned actions and mitigative strategies used, the schedule for implementation, and proposed technical specification, if applicable.

2. A report confirming completion and summarizing actions taken.

In response to the bulletin, you provided an amendment application dated October 6,1997, as supplemented February 2,1998, for LGS, Units 1 and 2, requesting approval of your planned implementation of Option 1 of the bulletin, which consisted of installing large capacity passive strainers. By NRC Amendment No.128, dated May 14,1998, the staff approved your amendment request for LGS, Unit 1. Subsequently, by letter dated June 15,1998, you informed the NRC staff that you had completed the installation of new large-capacity, passive siminers on the residual heat removal and core spray system suction lines at LGS, Unit 1. The ARC staff has determined that the actions you have taken for LGS, Unit 1 should minimize the

' potential for clogging of the above cited ECCS suction strainers and ensure the capability of the ECCS to provide long-term cooling following a LOCA as required by 10 CFR 50.46.

As requested in your June 15,1998, letter, the bulletin is closed for LGS, Unit 1.
