Thisl letter transmits'the report of the Operational Readiness Team Inspection-

(ORAT) conducted by members of this office during the period July 30 - August

L4,1989 :at your ' Limerick Nuclear. Generating Station. ~The inspection consisted

Lof document reviews, interviews, and observation of activities to-assess the

readiness of your staff to conduct dual unit power operations. The results

were' discussed with Mr. M. McCormick, Jr. and other members of your staff at

the conclusion'of. the. inspection.

.

' Based on the results of this inspection, an apparent violation was. identified

' involving inadequate' control of changes made to surveillance procedures. The

apparent violation has been categorized by severity level according to 10 CFR

Part: 2, Appendix C (Enforcement Policy).. You are required to respond to this

letter and in. preparing ~your response, you should follow the instructions'in

Appendix A.

At the exit interview, you committed to determine the extent and significance

of this issue, and take corrective actions as necessary, to ensure the adequacy

of your~ surveillance -procedures prior to initial criticality. We note that you

have completed actions to define the root cause and scope of this. apparent

violation and initiated corrective actions. These actions were reviewed by the

resident inspector staff subsequent to the period of this inspection and found

to be acceptable. The results of this review will be documented in a subsequent

routine resident inspection report.

The staff therefore concludes that Philadelphia Electric Company (PECo) is

adequately prepared to safely operate the Limerick Generating Station as a

dual unit reactor facility.

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure

will be placed in the Public Document Room. The response directed by this

. letter and the accompanying Notice are not subject to the clearance procedures

of the Office-of Management and Budget as required by the Paperwork Reduction

Act.of 1980, PL 96-511.
