Dear Sir / Madam:

This letter is in response to Generic Letter (GL) 98-01, Supplement 1, " Year 2000 Readiness of Computer Systems at Nuclear Power Plants," dated January 14,1999 for Peach Bottom Atomic Power Station (PBAPS), Units 2 and 3, and Limerick Generating Station (LGS), Units 1 and 2.

This correspondence completes our response to the GL.

As discussed in Supplement 1, addressees may respond to the supplement to GL 98-01 in lieu of item (2) of GL 98-01. In responding to this supplement to GL 98-01, the addressee should confirm Y2K readiness of the facility with regard to the systems within the scope of the license and NRC regulations, and the systems required for continued operation of the facility after January 1,2000. For those systems which are not Y2K ready as of July 1,1999, the addressees should provide a status and completion schedule for achieving readiness by the year 2000.

o Response to GL 98-01, Supp.1 1 Page1 This information constitutes a Year 2000 Readiness Disclosure under the Year 2000 Information and Readiness Disclosure Act Attachment A This year 2000 readiness disclosure is made for Peach Bottom Atomic Power Station, Units 2 and 3, and Umerick Generating Station, Units 1 and 2 (hereinafter "the nuclear facilities")

under the " Year 2000 Information and Readiness Disclosure Act" (Public Law 105-271).

This disclosure addresses the Y2K readiness of the nuclear facilities with regard to those

- systems within the scope of the license, NRC regulations, and other systems required for continued operation of the nuclear facilities after January 1,2000. A nuclear facility that is "Y2K Ready" has followed a prescribed program to identify and resolve Y2K issues so the nuclear facilities can operate reliably while meeting commitments.

PECO Energy Company has conducted a year 2000 readiness program similar to that outlined in Nuclear Utilitv Year 2000 Readiness. NEl/NUSMG 97-07 for our nuclear facilities. The program applies to software, hardware and firmware whose failure due to a Y2K problem l would prevent the performance of the safety function of a structure, system or component. l Additionally, the program applies to any software, hardware, or firmware whose failure due to a  ;

Y2K problem would prevent continued operation of the nuclear facilities well beyond December )

31,1999, The facility program also includes identifying and, where appropriate, remediating embedded systems. The program provides for risk management efforts and development of contingency plans for key rollover dates.

l The PECO Energy Company nuclear facilities are an integrated participant in the corporate- I wide PECO Energy Company Y2K readiness program. This corporate program is reviewing the appropriate non-nuclear system wide embedded systems and components, which are not the subject of this disclosure, to ensure availability of offsite power and grid stability during rollover. In the event of major system disturbances, procedures are in place to restore power to i transmission substations, non-nuclear generating stations and nuclear facilities. These i procedures have been reviewed to address Y2K concems.

The Y2K readiness program has been completed through the detailed assessment phase for those components and systems required for operation of the Peach Bottom Atomic Power Station, Units 2 and 3, and Limerick Generating Station, Units 1 and 2 facilities. Attachment B contains a listing of systems that need to be remediated to achieve year 2000 readiness such that the nuclear facilities can operate reliably while meeting commitments.

Upon completion of the systems identified in Attachment B, Peach Bottom Atomic Power Station, Units 2 and 3, and Limerick Generating Station, Units 1 and 2 will be "Y2K Ready."

Significant effort has been expended to identify components and systems subject to Y2K concems at the nuclear facilities. In the unlikely event that further open items are identified between the date of this response and December 31,1999, these items will be remediated as necessary such that the components and systems are "Y2K Ready" by December 31,1999.

Appropriate contingency plans have been developed to mitigate the impact of Y2K-induced events at key rollover dates. These contingency plans will continue to be refined as the key rollover dates are approached. Key rollover dates are addressed through March,2000.

Current processes will ensure that any future plant modifications that occur at Peach Bottom i Atomic Power Station, Units 2 and 3, and Limerick Generating Station, Units 1 and 2 will be performed such that the facilities remain "Y2K Ready."
