EVALUATION OF CORE SHROUD INSPECTION PLAN, LIMERICK GENERATING STATION, UNIT 2 (TAC NO. MA4541)
Dear Mr. Edwards:
By letter dated January 12,1999, PECO Energy Company (the licensee) submitted to the U.S.
Nuclear Regulatory Commission (NRC) a core shroud inspection plan for the Limerick Generating Station (LGS), Unit 2, refueling outage (2R05) in response to Generic Letter 94 03, "Intergranular Stress Corrosion Cracking of Core Shrouds in Boiling Water Reactors."
Refueling outage 2R05 commenced on April 16,1999.
The NRC staff understands that LGS Unit 2 is a Category B plant and that the subject inspection plan is based on the guidelines in the Boiling Water Reactor Vessel and Intemals Program (BWRVIP) topical report, BWRVIP-01, "BWR Core Shroud Inspection and Flaw Evaluation Guideline," Revision 2, and Generic Letter 94-03, "Intergranular Stress Corrosion Cracking of Core Shrouds in Boiling Water Reactors." The scope of the inspection plan consists of ultrasonic testing (UT) of the core shroud circumferential welds H-3, H-4, H-5, and H 7. The examinations will be performed at 100% of the accessible length in a 360* segment.
Additional nondestructive examination methods, including eddy current testing and enhanced visual testing as identified in Table 3-2 of BWRVIP-01, may be used as necessary to achieve the targeted baseline examination coverage and/or disposition recorded UT indications. If the cumulative length of flaw indication found in any weld is greater than or equal to 10% of the examined weld length, the scope of the inspection plan will be extended to include welds H-1, H-2 and H-6.
The NRC staff has reviewed the above cited core shroud inspection plan and concludes that the proposed inspection plan for the LGS Unit 2 refueling outage is acceptable because it meets the guidelines in BWRVIP-01. The staff notes that, in case of detecting flaw indications, justification needs to be provided for not including any inspection of vertical welds and ring segment welds in the sample expansion plan.
