Subject: Inspection No. 50 352/90-17 and 50-353/90-16

This letter transmits the results of routine resident safety inspection by Messrs. T. Kenny, L.

Scholl, and Ms. M. Evans from May 22 - July 1,1990 at the Limerick Generating Station,

Limerick, Pennsylvania. The inspection consisted of document reviews, interviews, and i

observations of activities. The results have been discussed with Mr. Graham leitch and Mr.

Martin McCormick, Jr. of your staff. a

Based on our inspection, two violations of Plant Technical Specifications were identified.

The first violation involves failure to properly implement the provisions of the ASME Boiler

and Pressure Vessel Code,Section XI, Inservice Test Program. This violation has been

categorized by Severity Level according to 10 CFR Part 2, Appendix C (Enforcement

Policy). You are required to respond to this violation and in preparing your response you ,

should follow the instructions in Appendix A. >

. An additional violation of Technical Specifications was identified in that plant shutdown

procedures were not properly implemented during a transient. Based on our review of your

l root cause analysis and the corrective actions already taken, no written response to this

l- violation is required.

'i The inspectors continued to note problems with procedure compliance and in the technical

'

adequacy and implementation of procedures. Another recurring problem was the approval of

an inadequate technical justification by NED. Additional management attention is warranted

to ensure that these weaknesses are evaluated and resolved.
