Dear Mr. Edwards:
In reviewing your submittal dated March 31,1999, on the above subject material, we find that clarification on the following two areas is needed.
1.
As stipulated in 10 CFR 57.75(e)(1)(ii), the regulations allow an annual Rate of Return (interest earned) of 2 percent. In reviewing your sub nittal dated March 31,1999, on the above subject material, we find that clarification on the following two areas is needed.

As stipulated in 10 CFR 57.75(e)(1)(ii), the regulations allow an annual Rate of Return (interest earned) of 2 percent.
