SUBJECT: NRC INTEGRATED INSPECTION REPORT 50-352/98-08,50-353/98-08

Dear Mr. Rainey:

This refers to the inspection conducted on September 1,1998, through Cytober 17,1998,

at your Limerick Units 1 and 2 reactor facilities. The enclosed report presents the results

~o f this inspection.

During the 7-week inspection period covered by this report, tbs conduct of activities at

Limerick Units 1 and 2 was generally characterized by safe and conservative operations

and decision making. Your operators' response to the Unit 2 load center transformer

failure and early detection of the Ucit 1 fuel failure were excellent. Management's

proactive response to the fuel failure demonstrated a concerted effort to minimize the

effects of the leak.

The security program inspection found that you are implementing a security program that

effectively protects public health and safety. A radwaste transportation program review ,

determined that solid radioactive wastes were effectively sampled, packaged and i

dewatered. Shipments met all regulatory requirements and you have been effective in i\ l

minimizing onsite storage of radioactive wastes. \

!

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter, l

its enclosure (s), and your response will be placed in the NRC Public Document Room

(PDR).
