1. The purpose of this procedure is to place the plant in hot (

standby following a Control Room evacuation. j

2. To establish stabilized RCS and steam generator conditions to I either maintain these conditions or proceed with the plant I cooldown. l B. ENTRY CONDITIONS  !

Conditions which may result in Shift Supervisor decision to evacuate i the control room. l t

a. Smoke and/or fire in Control Room, or Instrument Hack Room,
b. Fire in Cable Spreading Room. l
c. Toxic gas present in the Control Room. l
d. Radiation or radioactivity levels outside safe limits.

This procedure is applicable in Modes 1 and 2. Using this procedure I when not in these modes requires a step by step evaluation to J determine if the required action is still applicable to current plant l conditions. , , j i

1. The occurrence of multiple high independence faults (under some fire scenarios) may result in the inability to reenergize 120 VAC and 125 VDC busses due to repeated trips of the feeder breaker. This occurs when the faults are of insufficient magnitude to trip each affected load breaker, but in total exceed the capacity of the feeder breaker. IF this occurs to any panel listed in Attachment E, TlEN J to protect Appendix R loads, strip all loads from the affected panel and reenergize ONLY those circuits specified in Attar *.tment E.
2. A fite in the Cable Spreading Area. Instrument Rack Room, or Control Room may cause spurioes control system actuations or loss of instrumentation that is needed. IF this occurs at any time, THEN go to Attachment D.

1. This section is entered when a fire in either the Control Room, Instrument Rack Room or Cable Spreading Area causes multiple losses of indications or spurious control response. Completion of this section results in:

a) a possible shutdown of the B Train, b) transfer of indications to the alternate Foxboro instrument rack, c) loss of all purple train instrumentation, d) no automatic control features.

e) deenergization of 6.9KV and normal 4160 V switchgear.

2. Ocly Train A (Orange) is protected against this failure.

g3 3. After transferring the following controls at the -

t'j FTSP, the Foxboro HICs become operable at the ASP vice the OIMs.

1 At the FTSP, place all Remote / Isolate switches in the ISOLATE position.

2 At the FTSP, transfer the umbilical cord end attached to the Instrumentation Main Control Room plug te the Instrumentation Switchgear Room plug.

3 At the ASP, transfer the umbilical cord end attached to the Proccas Instrument Rack Room plug to the Process /Swgr Room plug.

CAUTION Since there is no bumpless transfer of controls to the ASP, shift controls in the following manner:

a. set the controller to its approximate position (ASP) g- 3 b. transfer one control it a time

' c. verify indications against expected response
