This refers to the inspection conducted by Messrs. R. T. Dodds and V. H.

Hunter of this office on July 24-25, 1974 of quality assurance activities pertaining to your application for a construction per=it for the Palo Verde Nuclear Generating Station and to the discussion of our findings held by Mr. Dodds with Mr.' Woods and other members of your staff at the

conclusion of the inspection.

Areas examined during this inspection included:

(1) organization, (2) quality zssurance progra=, (3) design, (4) procurement, and (5) audit.

Within these areas, the inspection consisted of selective examinations of procedures and representative reccrds, interviews with project personnel, and observations by the inspectors.

Areas needing attention and our Understanding of your proposed action have been itemized in the Manage =ent Interview section of the Su= mary of the attached report. We will examine your action on these items at the time of our next inspection.

In accordance with Section 2.790 of the AEC's " Rules of Practice,"

Part 2, Title 10, Code of Federal Regulations, a copy of this letter and the enclosed inspection report will be placed in the AEC's Public Docu=ent Room.

If this report contains any information that you believe to be proprietary, it is necessary that you submit a written application to this office, within 20 days of the date of this ictter, requesting that such information be withheld from public disclosurs:. The applica-i' M
