Re: Turkey, Point Units 3 and 4 Docket Nos. 50-250 and 50-251 St. Lucie Units 1 and 2 Docket Nos. 50-335 and 50-389 Safety Related Motor Operated Valve Testing and Surveillance Generic Letter 89-10 Generic Letter (GL) 89-10, "Safety Related Motor Operated Valve Testing and Surveillance" issued by the NRC on June 28, 1989 requested that licensees expand the scope of Bulletin 85-03 to include all safety-related and position-changeable motor operated valves (MOV).

GL 89-10 It was requested that within 6 months of receipt of (i.e., by December 28, 1989), licensees submit, in writing, acceptance of the recommendations and schedule.

In response to GL 89-10, Florida Power & Light Company (FPL) is considering expanding St. Lucie and Turkey Point Plants MOV programs developed to meet Bulletin 85-03 to include additional safety related and position-changeable motor operated valves located in safety related systems. We will inform you by June 1990, as to the details of our plans.

FPL intends to implement the program which is adopted in accordance with the schedule requested in the generic letter. We will inform the staff should schedule modifications become necessary.

FPL has established emphasis on MOV reliability, maintenance and testing. In addition, FPL intends to incorporate the Electrical Power Research Institute (EPRI) and the MOV User Group recommendations, data bases and trending information, where applicable.
