License Nos.89-856 R2 50-338 50-339 50-280 50-281 NPF-4 NPF-7 DPR-32 DPR-37 In a letter (Serial No. 88-662A) dated November 30, 1988, the Virginia Electric and Power Company requested approval of proposed revisions to the North Anna Emergency Plan (Letter Serial No.

88-662A).

That submittal pertained to adjustments in the reporting times for several of the positions included in the minimum staffing requirements for emergencies.

The NRC response to our request on September 8, 1989, stated that the proposed revisions 11 do not provide an equivalent alternative for the recommended response times.

11 NRC action on a similar request for Surry (Serial No.89-341 dated June 30, 1989) has been deferred.

The enclosed requests supercede the previously proposed plan revisions.

Pursuant to the requirements of 10 CFR 50.54(q), the Virginia Electric and Power Company requests the approval of proposed revision to the North Anna and Surry Emergency Plans. These proposed revisions are to Table 5.1 in each plan and address the minimum staffing requirements for emergencies in the limited functional area pertaining to core and thermal hydraulics.

The proposed revisions to Table 5.1 are provided in Attachments 1 and 2.

provides the associated justification which demonstrates that an equivalent response level is maintained by the proposed revision.

Further, we have considered the guidance of NUREG-0654 and NUREG-0737, Supplement 1 and consider that the proposed revision meets the intent of these documents.

Based upon this and the provided justification, we believe that the overall effectiveness of the Plan is not decreased.
