DIVERSITY REQUIREMENT OF ATWS RULE (10 CFR 50.62) FOR BROWNS FERRY, UNITS 1, 2 AND 3 (TAC NOS. 59072/59073/59074)

By letter dated February 21, 1989, the Tennessee Valley Authority (TVA) indicated that it supported the Boiling Water Reactor Owners' Group (BWROG) ./

position that manufacturing / equipment diversity is not reasonable or practical ~

to meet the ATWS diversity requirements for Boiling Water Reactors (BWRs).

The NRC staff met with the BWROG on January 12, 1989 to discuss the diversityf requirements issue for the ATWS rule (10 CFR 50.62). The staff has concluded that there is no valid argument to change the staff's original position that the proposed BWROG supported application lacks the necessary degree of equipment diversity to meet the diversity requirements specified in the ATWS rule. We are providing this position in the attached letters. You are requested to provide a schedule to implement an alternate rod injection / reactor trip system design that is in full compliance with the ATWS rule. We request that you provide this information within sixty days.

This request is covered by Office of Management and Budget Clearance Nwber 3150-0011, which espires December 3h 1989. The estimated average i burden hours is 200 person-hours per owner response, including assessmedt of the new recommendations, searching data sources, gathering and analyzing the data, and preparing the required letter. Send comments regarding this burden estimate or any other aspects of this collection of information, including suggestions for reducing this burden, to the Records and Reports Management Branch, Division of Information Support Services.
