Inspection requirements.
The purpose of this' letter is to apprise'NRC of<the
- ongoing' refinements to the. process.
hThe modification. package was implemented using two processes.
Both processes contained the requirements as' outlined in the BFN and SQN Nuclear Performance 1 Plans.-.Minoramodifications were to be processed using the= Design. Change Notic k(DCN); package, and all other modifications were to;be processed'using.
"the. Plant' Modification Package-(PHP). A min'or!modificat.lon was intended'to 1
have a: negligible:effect on plant functions, to be limited in scope, and to.
y-require limited engineering evaluation or' analysis to justify the. change.
Horkplans-were'not included in the DCN but were stand-alone documet,ts that implemented and referenced the design change.
The PMP was intended to be-comprehensive, stand-alone documentation that provided the design

requirements, design basis, installation, and verification requirements for a

V4 specific plant' modification.. Based on experience and further evaluation of-the design control program, it was determined that the DCN process was sufficient to maintain design control. The PHP was determined to be EM
. unnecessary in that it is not essential to have such a comprehensive package cful.lyldevelopedprior'toissuingthedesignchange.
