BR0HNS FERRY-NUCLEAR PLANT (BFN) AND SEQUOYAH NUCLEAR PLANT-(SQN) - DESIGN .

CONTROL PROGRAM -l

~

TVA ha's taken' major steps to improve the design control process. The process k

.previously.~describc_d in the BFN and.SQN Nuclear Performance Plans-utilized a  !

. modification. package; concept' based on a' defined, specific, executable scope of-n work including drawings; installation specificaP ons, workplans, and-Inspection requirements. The purpose of this' letter is to apprise'NRC of<the

'.l '  : ongoing' refinements to the. process.

hThe modification. package was implemented using two processes. Both processes contained the requirements as' outlined in the BFN and SQN Nuclear Performance ,

1 Plans.-.Minoramodifications were to be processed using the= Design. Change Notic k(DCN); package, and all other modifications were to;be processed'using.

"the. Plant' Modification Package-(PHP). A min'or!modificat.lon was intended'to 1

, y-have a: negligible:effect on plant functions, to be limited in scope, and to.

require limited engineering evaluation or' analysis to justify the. change.  ;

Horkplans-were'not included in the DCN but were stand-alone documet,ts that implemented and referenced the design change. The PMP was intended to be-comprehensive, stand-alone documentation that provided the design +

+ requirements, design basis, installation, and verification requirements for a V4 specific plant' modification. . Based on experience and further evaluation of- .

the design control program, it was determined that the DCN process was  :

sufficient to maintain design control. The PHP was determined to be  ;!

EM . unnecessary in that it is not essential to have such a comprehensive package  :

o jThereforestosimplifytheprocess,-TVAhasadopted'theconceptoftheDesign s  ; Change Implementation Package (DCIP). The DCIP will contain or reference a i, 'DCN. prepared-in'accordance with approvcd procedures, associated workplans ,

' ,N showing installation requirements, test plans identifying postmodification and =

r functional testing requirements, and organizational impact evaluations. The U

4 DCIP-.is~ developed after issuance of the DCN and in parallel with the installetion of the' change. These-refinements will cdntinue to provide a I{

l r*e  ; timely _ design' control" process that' accurately updates design documents and p' p' ensures continued' implementation of TVA's commitment as defined in the BFN ald-i ,SQN. Nuclear-Performance Plans. 3 g
