& Light Company Fitness for Dut Pro ram This is to certify, as specified in 10 CFR 26.73, that Florida Power
& Light Company (FPL) has a Fitness for Duty program which meets the requirements of 10 CFR Part 26.
Our program becomes effective January 3,
1990.
FPL has adopted the cut-off levels indicated in the attachment.
In addition, FPL tests for drugs (barbiturates, benzodiazepines, and methaqualone) in addition to those specified by the NRC.
Our cut-off levels for amphetamines (300 ng/ml) and cannabinoids (50 ng/ml) in initial tests and for cannabinoids (10 ng/ml) and opiates (200 ng/ml) in confirmatory tests are more stringent than those specified by the NRC.
FPL has been advised informally that labor unions representing company employees may challenge the Fitness for Duty program in court, particularly with respect to testing provisions which exceed the requirements of Part 26.
FPL will advise the NRC of any legal developments which impact implementation of the company's program.
