As indicated by the tone of the attached report, the progress to date on

I

the construction procedures has been less than expected.

Sufficient

time is available for the procedures to be put in place for the first

quality related construction activity (backfilling) scheduled for

September,1976, if APS takes action to ensure Bechtel has the pro-

cedures prepared and submitted on a timely basis. We are concerned

that, if the procedures are not prepared on a timely basis, there will

be a last minute scramole to get the procedure reviewed and accepted and

j

increase the probability of tne work being done in a nonconforming

!

manner.

To nelp ensure tnis does not happen, we will continue to watch

l

the progress of the project and make our future inspections at the

l

appropriate times.
