My letter of January 17, 1990 submitted License Amendment requests (pursuant

to 10CFR 50.4 and 50.90) to Appendix A. Technical Specifications, of '

Facility Operating Licenses NPF-9 and NPF-17 for McGuire Nucicar Station Units 1 and 2, and Facility Operating Licenses NPF-35 and NPF-52 for Catawba Nuclear Station Units 1 and 2 respectively. The requested amendments remove certain cycle-specific parameter limits from the Technical Specifications and relocate them to a " Core Operating Limits Report" (COLR).

The subject submittal inadvertently utilized certain outdated McGuire ,

t . Technical' Specifications pages in the " pen and ink" markups section (i.e.,

Attachment 1A), as the McGuire Technical Specifications ^had been revised via License Amendment'Nos. 101 (Unit 1)/83 (Unit 2) after Attachment 1A was i originally prepared. Consequently, the Attachment 1A markups didn't reflect the changes made by Amendment Nos. 101/83 (which dealt with McGuire Unit 1

  • Cycle 6 Moveable Incore Detector Thimble Reduction, issued December 14 1989). While the changes included in Amendments 101/83 do not impact the requested COLR changes on most affected pages, it does cause a footnote numbering conflict on Page 3/4 2-9. The Catawba Technical Specifications

" pen and ink" markups section (Attachment 1B) is unaffected by this problem and utilizes only currently applicable pages.

Please note that, as discussed in the December 14th letter, Amendment Nos.

101/83 apply only for Cycle 6 of McGuire Unit 1 (McGuire Unit 2 was affected only administrative 1y due to its using combined Units 1 and 2 Technical Specifications). As McGuire Unit 1/ Cycle 6 has recently ended (the unit is currently in a refueling outage preparing for Cycle 7), the Technical Specifications page revisions made via Amendment Nos. 101/83 are now I

Accordingly, in lieu of submitting a revised Attachment 1A utilir.ing the current.ly applicable Technical Specifications pages, it is requested that all Technical Specifications changes made via amendments 101/83 (including those on pages not in the COLR submittal) be deleted, thus returning the pages to the pre-amendments 101/83 versions. Besides enabling the " pen and ink" markups in Attachment 1A to become correct, this has the additional benefit of removing obsolete material from the specifications.

This matter has been discussed with Mr. D. S. Ilood of your staff. In addition, please note that the January 17th submittal contained a typographical error in its first paragraph in that it should have referred to " parameter limits" rather than " parameter units". We regret any confusion this may have caused. Should there be any questions concerning this matter or if additional information is required, please contact Mr. P.
