This letter forwards the final Peach Bottom Atomic Power Station' S LP Report (Enclosure 1)-

for the period July 1,1989, through May 31,1990. The initial SALP Report was forwarded to'

you by our August 10,1990 letter (Enclosure 2) and was discussed with Messrs. J.'Paquette,-

C. A. McNeill, yourself and members of your staff at a meeting on August 29,1990,: at your.

Conference Center in Delta, Pennsylvania.

Based upon the discussions at that meeting and your written response dated September 18,11990

(Enclosure 3), we concluded that a clarification to the initial SALP Reporf was warracted. We_ t

acknowledge that the root cause determination for radiation worker noncompliance with work

'

requirements was completed during the SALP period. The Licensee Recommendation hithe

Radiological Controls area in the final SALP Report was revised to reflect this as indicated in

the enclosed revision sheet (Enclosure 4).-

Our overall assessment indicated effective management oversight and involvement resulting in

continued improvement in performance in several functional areas. A' solid foundation of self-

assessment programs and a management philosophy of safety-conscious operations have been

'

established.'

As discussed at the SALP management meeting, and as described in your SALP written response

we acknowledge your efforts and plans to improve.the identified weaknesses'noted in our-

assessment.
