This letter transmits.the findings of a special~ restart safety inspection by

Mr. T. P... Johnson. and members of the NRC restart- staff on April '2 to May 6,1989, .
at the Peach Bottom Atomic Power Station, Delta, Pennsylvania. These finding ~s
~
were based on observation.of activities, interviews, measurements and document
. reviews, and have been discussed with Mr. J. F. Franz of your staff.

'Within.ttie scope 'of this inspection, no violations were observed. However. two
issues of concern remain unresolved.
The first-involved a high pressure coolant
injection system wiring-error that occurred during a plant modification
. installed.in March and April 1989. We are concerned that your root cause
analysis and subsequent corrective actions associated with your modification.
program problems failed.to detect, prevent or correct this item. -The second'
concern involves the apparent impact of a vacancy.for the fire protection
supervisor position on the-fire protection program as indicated by several .
minor deficiencies in this area. No written reply to these issues is required.
at this time.
