Inspection Nos'. 50-277/89-13 and 50-278/89-13
This letter refers to'the electrical inspection conducted by Mr. T. Koshy of
this office on April 5-7 and 13,1989 at your corporate office in Philadelphia,
Pennsylvania. Mr. Koshy discussed the findings of-the inspection with
Mr. R. J. Lees _of your staff at the conclusion of the inspection.
In addition,
'Mr. W. V. Johnston (NRC) and Mr. R. J. Lees (PEco) discussed the inspection
findings in a-conference call on April 14, 1989.
The_ areas' examined during the inspection were Unit 2 restart issues identified
in the special electrical team inspection (Report No. 50-277/278-89-07) conducted
on , January 30 - February 10, 1989 and the corrective actions taken by your
staff.
Based on our inspection, continued management attention should be given to
resolution of the following issues for Unit 3.
Voltage Adequacy of DC Equipment
Capacity Margin for Batteries
Emergency Diesel Generator Load Evaluation and Load Control Program
These issues should be resolved before Unit 3 restart.
We acknowledge your letter dated April Id,1989 committing to perform DC system
tests for Unit 2 before the end of the next Unit 2 refueling outage or at any
outage of sufficient duration that commences after July 17, 1989.
