Dear Mr. Edwards:

I By letters dated April 16 and December 29,1993; February 4 and December 19,1994; March 29 and August 2,1995; May 2,1996; March 24,1997; and .,anuary 14,1998, PECO Energy Company (the licensee) rg sponded to Generic Letter (GL) 92-08, "Thermo-Lag '

330-1 Fire Barriers," dated December 17,1992, and follow-up requests for additionai information dated June 7 and December 22,1993; .crptember 20 s..d December 29,1994; May 30,1995; February 29,1996; and November 14,1997, in regard to Thermo-Lag 330-1 fire barriers instadad at Peach Bottom Atomic Power Station (P3APS), Units 2 and 3.

l The U.S. Nuclear Regulatory Commissien (NRC) stcif has reviewed the licensee's letters. The <

licensee stated that it will comple'.e finai irnplementation of Thermo-Lag 330-1 fire barrier  !

corrective actions at PBAPS Units 2 and 3 as described in the licensee's submittats to the NRC l dated April 16 and December 21),1993; February 4 and December 19,1994; March 29 and 1 August 2,1995; May 2,1996; Mcreb 24.1097; and January 14,1998, prior to restart from  !

3R12 refueling outage of Unit 3, scheduled for October 1999. The staff issued a Confirmatory Order Modifying License on May 19,1998, confirming the licensee's commitment for the schedule to complete implementation of Thermo-Lag 330-1 fire barriers corrective actions On the basis of its review, the staff has determined that the licensee has provided the information .

requested in GL 92-08 and the actions tracked by the subject TAC Nos. are complete. i Accordingly, TAC Nos. M85586 and M85587 are closed. '

Based on the l~censee's March 13,1998 response, however, there remain open issues involving ampacity derating of Thermo-Lag 330-1 that emerged as a result of the GL 92-08 review. The resolution of these ampacity derating issues is under review as separate actions l and is being track 9d by TAC Nos. MA3370 and MA3371.

Please advise the NRC staff in writing of any changes in the resolution plans described in the PECO Energy Company's submittals. Include the bases for the changes. In addition,in accordance with Gi. 92-08, please advise the staff in writing when the actions described in your submi'4 alt .bave boen implemented. GL 92-03 provides the Office of Management and Budget clearance for this information request. .
