These findings were based or m erfation of activities, interviews and document
reviews, and have been discunof with Mr. J. F. Franz of your staff.
During the inspection you identified three instances of failure to complete
surveillance testing as reauired by Technical Specifications. .A review of
previously. submitted Licensee Event Reports indicates that this is a recurring

problem.
Increased management attention is warranted to ensure that the root
causes are identified and corrected.
Within the-scope of this inspection no violations were identified. A copy of
this letter and the enclosurer are being placed in the NRC Public Document -
