Relaxation of Requirements of Order RE:

Peach Bottom Atomic Power Station, Unit Nos. 2 and 3 On March 31, 1987, the Executive Director for Operations issued an Order directing the Philadelphia Electric Company to shut down Peach Bottom Atomic Power Station and take certain corrective actions to address concerns including failure of both the line organization and the quality assurance program to identify conditions adverse to safety. The actions outlined in your letter of April 6, 1987, were evaluated as part of our inspection program and determined to fulfill the requirements of Sections V.A. and V.B of the Order.

On April 26, 1989, I relaxed the requirements set forth in Section V.A of the Order to permit operation of Unit 2 not to exceed 35 percent of full power. We have conducted an assessment of the first NRC hold point of your Power Ascension Testing Program. As a result, the staff determined that management continues to be aggressive in problem resolution and is directly involved in assuring nuclear safety as documented in Inspection Reports 277/89-15 and 277/89-16. However, before final release from the requirements of the Order, you must further demonstrate the effectiveness of your correc-tive actions in an operating environment in accordance with your approved restart power testing plan.

Therefore, in accordance with Section V.E. of the Order, I hereby relax the requirements set forth in Section V. A of the Order to permit operation of Unit 2 not to exceed 70*4 of full power.
