SAFETY EVALUATION FOR PROPOSED ALTERNATIVES TO ASME SECTION XI REQUIREMENTS FOR CONTAINMENT INSERVICE INSPECTION, PEACH BOTTOM ATOMIC POWER STAlION, UNITS 2 AND 3 (TAC NOS. MA4973 AND fAA4974)

Dear Mr. Hutton:

In letters dated February 17, and August 11,1999, PECO Energy Company (PECO Energy) l submitted proposed alternatives (CRR-01 through CRR-11) to the requirements of 10 CFR 50.55a(g)(ii)(B)(1) for the containment inservice inspection (ISI) program at the Peach Bottom ,

Atomic Power Station (PBAPS), Units 2 and 3. In its submitta!, PECO Energy proposed I several alternatives to the requirements of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code (ASME Code),Section XI, Subsection IWE and IWL. The 1 U.S. Nuclear Regulatory (NRC) staff has reviewed the proposed alternatives, and the staff's  !

evaluation is contained in the enclosed safety evaluation (SE). The SE concludes the following:

'1. For CRR-03,05,08,09,10, and 11, the proposed alternatives provide an acceptable level of quality and safety. Therefore, the proposed alternatives are authorized pursuant i to'10 CFR 50.55a(a)(3)(i).

2) For CRR-01,02,04,06,07, compliance with the Code would result in hardship or unusual difficulty without a compensating increase in the level of quality and safety, and the proposed alternatives will provide reasonable assurance of containment pressure integrity. Therefore, the proposed alternatives are authorized pursuant to 10 CFR l 50.55a(a)(3)(ii). .

f The ISI Program alternatives that are authorized herein are acceptable for implementation.

The authorization of the alternatives is based upon the fulfillment of any commitments made by /O \
