This letter transm ts the findings of a special restart safety inspection by
.
Mr. T. P. Johnson and members of the NRC restart staff on May 7 to June 17,
1989, at the Peach Bottom Atomic Power Station, Delta, Pennsylvania.
These
findings were based on observation of activities, interviews, measurements and
document reviews, and have been disqussed with Mr. J. F. Franz of your staff.
A copy of this letter and the enclosures are being placed in the NRC Public
Document Room.
During this inspection, active plant management involvement in plant operations
and effective management self assessment activities were noted. However, it
appears that certain of your activities were not conducted in full compliance
with NRC requirements, as set forth in the Notice of Violation, enclosed here-
with as Appendix A.
One violation has been categorized by severity level in
accordance with the " General Statement of Policy and Procedure for NRC Enforce-
ment Actions," 10 CFR Part 2, Appendix C (Enforcement Policy).
You are re-
quired to respond to this ietter and in preparing your response, you should
follow the instructions in Aspendix A.
The response directed by this letter and the accompanying Notice are not
subject to the clearar,ce procedures of the Office of Management and Budget as
required by the Paperwork Reduction Act of 1980, PL 96-511.
