RESPONSE TO HRC BULLETIN NO. 90-02 FOR PEACH BOTTOM ATOMIC POWER STATION, UNIT 2 (TAC NO. 76343)

The staff has performed an initial revicw of the response by Philadelphia Electric Company to NRC Bulletin No. 90-02, titled " Loss of Thermal Margin Caused by Channel Box tow." The licensee's response was documented in e letter dated April 25, 1990, which indicated that 59 channel boxes were being used for a second fuel bundic lifetime in the reactor core for Unit 2. 1he response described the number and disposition of these channel boxes in the core, and described the actions taken to assure compliance with the technical specification thermal limits. The initial staff review of the April 25, 1990 submittal has identified the need for additional information.

Specifically, the staff requests that the licensee provide the data base on channel box bow versus exposure associated with the methods used to account for the effects of channel box bow during the second bundle lifetime use of channel boxes. We request that this information be submitted within 30 days of receipt of this letter. The staff is currently reviewing your methodology for incorporating the effects of channel box bow in the thermal limits analyses.

Concerns identified as a result of our review of the methodology, if any, will be forwarded to you by separate correspondence.

The reporting and/or record keeping requirements contained in this letter affect fewer than ten respondents; therefore, OMB clearance is not required under P.L.96-511. Should you have any questions concerning the above, please do not hesitate to contact us.
