This letter transmits the findings of the routine resident safety inspection by Messrs. J. J. Lyash,

R. J. Urban, and L. E. Myers from May 16, through July 2,1990, at the Peach Bottom Atomic

Power Station, Delta, Pennsylvania. These findings were based on observation of activities,

interviews and document reviews, and have been discussed with Mr. J. F. Franz of your staff.

It appears that one of your activities wasn't conducted in full compliance with NRC

requirements, as set forth in the Notice of Violation (NOV), enclosed -as Appendix A.

Implementation of electrical cable splices on several emergency diesel generator support

components weren't performed in accordance with established design specifications, and with

current drawing revisions. Previous examples of inadequate electrical cable splices for safety-

related equipment were documented in NRC Inspection Report 89 22. Corrective actions

implemented in response to that incident apparently have not been effective. This violation has

been characterized by severity level in accordance with the " General Statement of Policy and

Procedure for NRC Enforcement Actions," 10 CFR 2, Appendix C (Enforcement Actions).' in

responding, please follow the instructions contained in Appendix A. Your cooperation with us

is appreciated.
