1 Docket Nos. 50-277 50-278 License Nos. DPR-44 DPR-56 U. S. Nuclear Regulatory Commission Attn: Document Control Desk Washington, DC 20555 Subject- Peach Bottom Atomic Power Station, Units 2 and 3 Withdrawal of Exigent Lxense Change Application ECR 99-01727

Reference:

Letter from James A. Hutton (PECO Energy Company) to U. S. Nuclear Regulatory Commission, dated August 6,1999

Dear Sir / Madam:

I

! In the Referenced letter, PECO Energy Company submitted Exigent License Change Application ECR 99-01727 in accordance with 10 CFR 50.91(a)(6). The purpose of ,

this letter is to withdraw this request. Due to favorable weather conditions, the subject '

amendment to the Technical Specifications (TS) for Peach Bottom Atomic Power Station (PBAPS), Units 2 and 3 is not required. This amendment would have allowed continued power operation with elevated cooling water temperatures, for a limited time period, during potenHally extreme weather conditions. y Making such a change 5 the PBAPS TS at this time would introduce an unnecessary administrative burden involving plant procedure changes, and the requirement to subsequently change the TS pages through a future license amendment request to O eliminate reference to the temporary authorization. Therefore, we request that  !

processing of the subject amendment be terminated.

We appreciate the effort expended by your staff in reviewing our submittal. which we 1 l _ believe was necessary given the weather-induced conditions which existed at the time. As stated in our Referenced submittal, the combination of the then-current i cooling water temperatures and the weather predictions which we had received prior j to the submittal, could have required a plant shut it... . f. ing ; iir.ie period when i

electrical power would have been urgently needed for put,lic benefit and maintenance 1 of regional electric grid stability.
