NRC INSPECTION REPORT NO. 50 277&278/98-12

Dear Mr. Rainey:

This letter transmits the results of the emergency preparedness program inspection and the

full-participation exercise evaluation led by Ms. N. McNamara, from November 1619,

1998, at the Peach Bottom Atomic Power Station, Delta, Pennsylvania. The inspectors

based their findings on interviews with personnel, examinations of selected procedures and

records, and observations of performance of the emergency response organization

members during the exercise. The inspectors discussed their findings with you and

members of your staff, at the exit meeting conducted on November 19,1998.

Based on the results of this inspection, it was determined that the overall performance of

the emergency response organization was good. Simulated events were accurately

diagnosed, proper mitigation action was performed, emergency declarations were timely

and accurate, and offsite agencies were notified within 15 minutes. No exercise

weaknesses, safety concerns, or violations of NRC requirements were identified. No

response to this letter is necessary.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter

and its enclosures will be placed in the NRC Public Document Room.
