On July 12,1999, PECO Energy Company (PECO Energy) submitted License Change Application ECR 99-01255, in accordance with 10 CFR 50.90, requesting a change to the Peach Bottom Atomic Power Station (PBAPS), Unit 3 Facility Operating License. This proposed change will revise Technical Specifications (TS) TS 2.1.1.2
(" Reactor Core SLs") and Section 5.6.5 (" Core Operating Limits Report"). Attached is our response to your request for additional information dated August 26,1999, concoming this License Change Application.

In order for the NRC staff to perform an independent verification of the safety limit analysis, provide the type and number of fuel assemblies in the Cycle 13 core. Identify any difference in the core loading pattern between Cycle 12 and Cycle 13 operation and if any difference is identified, describe its impact on the calculation of the safety limit minimum critical power ratio.
i Answer:
The following are the number and types of fuel assemblies that make up the core for Peach Bottom Atomic Power Station, Unit 3, Cycle 13:
196 GE-11 (third cycle in the core) 292 GE-13 (second cycle in the core) 276 GE-13 (fresh)
Total: 764 The following are physical differences in the core loading between Cycle 12 and Cycle 13 that could impact the SLMCPR: 1) the Cycle 13 core has m' ore fresh fuel bundles loaded closer to the center of the core, 2) Cycle 13 has 16 fewer fresh fuel bundles than Cycle 12, 3) once burned (second cycle) bundles with less exposure (i.e.,
irradiated bundles with higher reactivity) are loaded in the interior region of the core, and 4) twice bumed (third cycle) bundles with higher exposure (i.e., irradiated bundles with less reactivity) are loaded on the periphery of the core. This combination results in a greatv relative power peaking at the center of the core during Cycle 13 as compared to Cycle 12 Therefore, Cycle 13 is loaded " hotter" in the interior of the core, and
" cooler" at the periphery, which results in the greater radial peaking of the Cycle 13 i
core. The greater radial peaking of the Cycle 13 core contributes to the lower SLMCPR for Cycle 13.
