This letter transmits tha findings of the routine resident safety inspection conducted by Messrs.
J. J. Lyash,~ R. J. Urbar and_ L. E. Myers from August 14 through September 24,' 1990,'at the
Peach Bottom Atomic Power Station, Delta, Pennsylvania. The inspectors based these findings
-on observation of activities, interviews and document reviews. ' They were discussed with Mr.
J. F. Franz of yout staff.

A violation was identified during the period involving operation of Unit 2 and Unit 3 with certain -
reactor water level monitoring instruments out of calibration. As.a result, several Technical
. Specification (TS) safety system initiation setpoints were exceeded. We recognize that your staff
identified >and addressed these problems, but the number and significance of the TS.setpoint

requirements violated are of concern to us. We plan to hold an enforcement conference soon to .
discuss these _ matters with you to assist us in determining the appropriate enforcement action.

Therfore 'no Notice of Violation is included with this report.- At the conference you should be '
prepared to discuss the significance, root causes and other relevant information concerning this
violation. We will contact you to establish a mutually agreeable date for the enforcement
conference.
