AUDIT REPORT DISTRIbbTION FOR PE/ 9 BOTTOM ATOMIC POWER STATION, UNITS 2 AND.1 (TAC NOS.. /186 AND 77187)
In a July 11, 1989 letter as supplemented on April 20, 1990, the licensee filedanapplicationforlicenseamendmentstofacilityoperatinglicenses DPR-44 and DPR-56. The application requested the removal of organization charts from the Technical Specifications (TS) in accordance with the guidance provided in NRC Generic Letter 88-06, and miscellaneous administrative changes. On Augutt 20, 1990, the NRC issued Amendment Nos. 155 and 157 to Fec111ty Operating License Nos. DPR-44 and DPR-56, respectively, which consisted of changes to the TS in partial response to the licensee's application. With respect to the proposed change that would result in audit reports being forwarded to responsible corporate officers rather than to the Executive Vice President-Nuclear, the staff noted that the preposed change is not consistent with standard TS and stated that its review would be handled as a separate action.
Staff review of this proposed change has identified the need for additior:a1 information.
The licensee stated tha, the proposed change will assign a more appropriate level of corporate management as the recipient of Nuclear Review Board (NRB) audit reports. Audit reports will be forwarded to corporate officers responsible for the audited areas, who have a closer proximity to the sources of problems than the Executive Vice President-Nuclear and therefore can take prompt corrective actions. The s,Iff notes that the currently approved TS allow for the forwarding of audit reports to the corporate officers responsible for the audited areas, while ensuring that the Executive Vice President-Nuclear remains informed of audit findings.
In addition, the licensee stated that the proposed change will not lessen the awareness of the Executive Vice President-Nuclear. The NRB it is stated, may inform the Executive Vice President-Nuclear of audit findings that are not satisfactorily addressed by the corporate officers.
It is unclear whether information on unsatisfactorily addressed audit findings would provide an equivalent level of awareness as information provided in the audit report itself. The staff requests that the licensee provide additional justification for the proposed change, which as noted above is not consistent with the standard TS. We request that this information be submitted within 60 days of receipt of this letter.
