SUBJECT: PILGRIM PROCEDURES GENERATION PACKAGE . SAFETY EVALUATION REFERENCE: TAC # 44328 By letters dated November 20, 1987 and December 14, 1987 you submitted the Pilgrim Procedures Generation Package (PGP) which +;as revised by a letter dated April 6, 1988. Enclosed is the staff's safety evaluation of the Pilgrim PGP required by Supplement 1 to NUREG-0737, "Requirements for Emergency Response Capability" (Generic Letter 82-33). The review was conducted in conjunction with the Emergency Operating Procedure (EOP)
inspection the week of March 14. The results of the inspection are documented in Inspection Report No. 50-293/88 11, dated May 17, 1988. Four unresolved itects in relation to the implementation of the E0Ps are noted in the inspection report.
Based on our review, we conclude that, the revised Pilgrim PGP adequately addresses the requirements stated in Generic Letter 82-33 (Supplement 1 to ,
NUREG.0737) and provides acceptable methods for accomplishing the objectives stated in NUREG-0899 in accordance with the guidance provided in the Standard

ReviewPlan(NRUEG.0300).
Inis completes our action related to the above referenced TAC number. The unresolved items noted in the inspection report referred to above must be resolved.
