SAFETY EVALUATION OF REQUEST TO USE THE GUIDANCE OF GENERIC LETTER 90-05 TO REPAIR FLAWS IN AMERICAN SOCIETY OF MECHANICAL ENGINEERS (ASME) CLASS 3 SALT SERVICE WATER SYSTEM PIPING FOR PILGRIM NUCLEAR POWER STATION (TAC No. MA3507)

Dear Mr. Sullivan:

By [[letter::05000293/LER-1998-019, :on 980727,declared Standby Liquid Control Subsystem B Inoperable.Caused by Leakage Through Pipe Fitting on Pressure Gauge PI-1160B.Removed Subject Gauge, Cleaned Pipe Threads & Reinstalled Gauge|letter dated August 26,1998]][the Boston Edison Company (BECo/ licensee) requested approval to repair flaws in ASME Code Class 3 Salt Service Water System piping at the Pilgrim Nuclear Power Station in accordance with the guidance provided in Generic Letter 90-05. The staff finds that performance of an immediate Code repair during plant operation is impractical and would have constituted an undue burden (create undue hardship) upon the f

licensee since the repair would have necessitated a unit shutdown. Shutting the unit down is not in the best interest of plant safety, given the magnitude of the flaws and the licensee's -

alternative program. The staff, therefore, grants the request for relief for performing the Code repair pursuant to 10 CFR 50.55a(g)(6)(i), and finds that implementation of the licensee's altamative program is authorized by law and will not endanger life or property or the common defense and security, and is otherwise in the public interest, giving due consideration to the burden upon the licensee and facility that could have resulted if the Code requirements were imposed on the facility. The alternative program is authorized.

The enclosure contains the staff's safety evaluation and conclusions concerning this request.

This action closes TAC No. MA3507.
