Reference:

TAC Number 72796 On June 15, 1988 and December 30, 1988, the NRC staff issued Bulletin No.

88-07, and Eulletin No. 88-07, Supplement 1, " Power Oscillations in Boiling Water Reactors (BWRs)." The purpose of the June 15 bulletin was to request that holders of operating licenses for BWRs ensure that adequate operating procedures and instrumentation are available and adequate operating training is provided to prevent the occurrence of uncontrolled power oscillations during all modes of BWR operation.

In the December 30 bulletin we provided additional information concerning power oscillations in BWRs, and requested that adriressees take action to ensure that the safety limit, for the plant minimuru critical power ratio (MCPR) is not violated.

In letters dated September 21, 1988 and March 2, 1989, you responded to NRC Bulletin No. 88-07, and NRC Bulletin No. 88-07, Supplement 1, describing ,

completion of all required activities. The details provided in your letter I indicate that the actions necessary to provide reasonable assurance that un- l controlled power oscillations will not occur at the Pilgrim facility have been i taken. Therefore, you have fulfilled the requirements of both bulletins. l This ccrrpletes our effort under TAC No. 72796.
