' changes made to. the 4 Boston Edison Quality Assurance Program Description as listed in the Boston Edison Quality Assurance Manual (BEQAM), Volume II.

He evaluated each change, summarized in enclosure _(A), to determine il any requirements contained in the previously NRC-approved QA Program Description were deleted or made less stringent. He concluded there were no reductions of commitments. 10CFR50, Appendix B, Criterion II requirements were used to conclude the revised program continues to satisfy the criteria of Appendix B.

(1988-1989) i QA PROGRAM CHANGE #II-213 EVALUATION #88-28 This change modifies Section 18 of BEQAM II as follows:

To clarify and strengthen the requirements related to Supplier Finding Reports.

The revised program incorporating this change continues to satisfy the criteria of 10CFR50, Appendix B, and the Safety Analysis Report Quality Assurance Program description commitments previoucly accepted by the NRC.

QA PROGRAM CHANGE #II-214 \  ;

EVALUATION #88-29 Void; no change was made to the BEQAH.

QA PROGRAM CHANGE #II-215 EVALUATION #88-30 Void; no change was made to the BEQAM.

QA PROGRAM CHANGE #II-216 EVALUATION #88-31 This change modifies Section 18 of BEQAM II as follows:

To clarify the requirements relative to the escalation time limits for Deficiency Reports without proper resolution.

The revised program incorporating this change continues to satisfy the criteria of 10CFR50, Appendix B, and the Safety Analysis Report Quality Assurance Program description commitments previously accepted by the NRC.

-EVALUATION #88-32' LThis change modifies Section-13 of BEQAM II as follows:

To. reflect existing practice, using Stores / Claims to document discrepancies found during receipt inspection.

The revised program incorporating'this change continues to satisfy the criteria of 10CFR50,. Appendix B, and the Safety Analysis' Report Quality-Assurance Program description commitments previously accepted by the'NRC.

l 0A' PROGRAM CHANGE #1I-218' EVALUATION #88-33 This change modifies Section 4 of BEQAM II as follows:

.To add explanatory detail _about the Commercial Quality Item (CQI) process. _ Also, to provide a way to upgrade a .non-Q item to Q if..it meets the tests required for.a CQI.

To change the title of Vice President Nuclear Engineering to Director of Nuclear Engineering.

The revised program incorporating this change continues to satisfy the criteria of 10CFR50, Appendix B, and the Safety Analysis Report Quality Assurance Program description commitments previously accepted by the NRC.

QA PROGRAM CHANGE #II-219 EVALUATION #88-34 This change modifies Section 7 of BEQAM II as follows:

For consistency with the changes made to Section 4 by QA Program Change Request II-218.

Also, to explicitly address the use of the Material Receiving Inspection Report (MRIR), the QA Material Conformance Tag, and the MRIR Number.

The revised program incorporating this change continues to satisfy the criteria of 10CFR50, Appendix.B. and the Safety Analysis Report Quality Assurance. Program description commitments previously accepted by the NRC.

This change modifies Section 8 of BE0AM II as follows:

To explicitly address the use of the Material Receiving Inspection Report (MRIR), the QA Material Conformance Tag, and the MRIR Number, consistent with QA Program Change Request 11-219.

The revised program incorporating this change continues to satisfy the criteria of 10CFR50, Appendix B, and the Safety Analysis Report Quality Assurance Program description commitments previously accepted by the NRC.

0A PROGRAM CHANGE #II-221 EVALUATION #89-01 This change modifies Section 10 of BEQAM II as follows:

To remove the requirement for Quality Control to maintain copies of Installation Inspection Reports in Quality Assurance Department files since they are already captured as BECo QA Records in '

accordance with ANSI N45.2.9, and there is no need for redundant official files.

The revised program incorporating this change continues to satisfy the criteria of 10CFR50, Appendix B, and the Safety Analysis Report Quality Assurance Program description commitments previously accepted by the NRC.
