through ' May 24, 1989, at the - Pilgrim' Nuclear.. Power Station, Plymouth.-

Massachusetts. Areas' examined during this ' inspection are described in the NRC

. Region'I. Inspection. Report which'is enclosed with this letter. ,

  1. ~The' Restart. Staff, through. selected around-the-clock shift inspections and.rou-

tine program . inspections, observed management controls andLconduct of- opera- 1

tions during the 5 to 25% power plateau of the Pilgrim Power Ascension. Test -

Program. During this inspection, your actions' with respect to the May 3,1989,

turbine. trip / reactor scram demonstrated an excellent approach to problem .in- ,

vestigation.and resolution. Your investigation of the root causes of the event  :

and analyses were thorough and conservative. 'The NRC Restart' Staff concluded l'

that. station management ' oversight continued to be' effective in assuring safe -

.

operation.

H 7The results of these inspections and assessments were taken into consideration.

by the .NRC Restart Assessment Panel during licensee performance reviews and ';
