At the time of your inspection of August 18-20, 1988, approximately 65,000 cubic feet of excavated material containing detectable concentrations of byproduct material was configured in approximately 150 piles and located in a fenced-in area at the east end of the lower parking lot.

The p.ies of material were placed on top of a layer of polyethylene film and were covered with several pieces of polyethylene. A double layer of polyethylene was also attached to the fence frame.

Experience proved that exposure to wind and/or ral.i caused the sheets of polyethylene placed on top of the piles of material to move despite repeated efforts to secure the polyethylene.

Cause:

Both the configuration of the material (multiple piles) and the lack of a single sheet of polyethylene large enough to cover all the piles contritmted to the ineffectiveness of the covering.

Actions Taken:

.

As interim action, periodic inspection and maintenance of the dirt

l pile cover was implemented on August 31, 1988.

,

A single sheet of polyethylene was procured to cover the material.

  • The tops of the piles of material were flattened to create a single

mound with the exception of a small portion of the material consisting primarily of large boulders and concrete chunks.

,

The mound and the pile of boulders and concrete were covered with l

polyethylene and secured with tires to provide a more effective barrier against wind and rain erosion.
