4. BECo letter from Mr. R.G. Bird to USNRC dated January 15,1990 This letter documents Pilgrim Nuclear Power Station's five year survey of its main breakwater.

This submittal fulfills the commitment made in Reference 1, as modified by Reference 2,3, and 4 to submit such documentation.

The survey was performed by a surveyor registered in the State of Massachusetts and includes the seaward and landward sides of the main breakwater as well as a topographical l survey. The survey has determined that Pilgrim's main breakwater is intact and remains adequately constructed to perform its designed safety function.

The information used in making this determination is available at our offices at Pilgrim Nuclear ,

(A) NE 8.01 The Mechanical / Civil Department has reviewed the results of the 1999 Main Bi *akwater photos and surveys. Since the last photo / survey was completed (1994) and the recommended repairs ,

completed in 1998, the breakwater has held up very well and has not experienced damage that i prevents the structure from performing its design functions.

This notification and our review are in accordance with reference A. Please forward the results of this assessment to NRC in accordance with the previous Main Breakwater assessments.
