Boston Edison Pilgrim Nuclear Power Station Rocky Hill Road Plymouth, Massachusetts 02360-5599 June 30,1999 BECo Ltr. 2.99.066 U.S. Nuclear Regulatory Commission Attn: Document Control Desk Washington, DC 20555 Docket No. 50-293 License No. DPR-35 DEFERRAL OF IGSCC WELDS TO REFUELING OUTAGE 13 Boston Edison Company letter No 2.99.035, dated March 23,1999, provided the inservice inspection (ISI) plan for refueling outage 12. The ISI plan included examination of recirculation piping welds 2R-N1A-9 and 2R-N1B-11. During the outage, these welds were not examined due to snubber clamp interference covering the weld examination zones in a high radiation area. These welds are scheduled for examination during refueling outage 13 so removal of the snubber clamps can be properly planned and scheduled to minimize exposure to personnel.
The recimulation piping welds 2R-N1A-9 and 2R-N18-11 are ASME Section XI, Category B-J and GL 88-01 IGSCC Category A welds. ASME Section XI Category B-J requires 16-34%
examination of the weld population in the first ISI period and 50-67% in the second ISI period.
Pilgrim has achieved 29% in the first ISI period and plans to achieve 59% in the second ISI period (which includes refueling outage 13) for ASME Section XI Catagory B-J welds.
GL 88-01 requires examination of at least 25% of allIGSCC Category A welds in 10 years.
Pilgrim will meet this percentage requirement within the time frame prescribed by GL 88-01.
Also, these welds were inspected during the previous ISI interval with no adverse findings and Pilgrim has implemented hydrogen water chemistry to arrest IGSCC growth. Therefore, the deferral of these welds to refueling outage 13 does not impact acceptable level of quality and safety pursuant to 10 CFR 50.55a(a)(3)(i) since Pilgrim Station is in compliance with the examination percentage requirements stipulated by ASME Section XI Category B-J and GL 88-01 IGSCC Category A welds.
