Dear Mr. Sullivan:

- By letter dated August 20,1998, Boston Edison Company (BECo/ licensee) submitted Amendment 98-01 to the third 10-year interval inservice inspection (ISI) plan. Included in this

submittal was a request for an altemative under PRR-13, Revision 2, for the use of Code Case N-522 during pressure testing of containment penetration piping, pursuant to 10 CFR

' 50.55a(a)(3)(i). The staff, with technical assistance from its contractor, the Idaho National Engineering and Environmental Laboratory (INEEL) has reviewed and evaluated the information

. provided by the licensee. As stated in our previous denial dated March 20,1997, the requirements of Code Case N-522, Appendix J Testing, with the piping integrity examination

. requirements of ASME Code,Section XI, only allow the use of Appendix J pressure testing in

. lieu of the pressure testing requirements of IWC-5221 and IWC-5222, during the pressure testing of containment penetration piping. The NRC staff has determined that the proposed i

'altemative does not provide reasonable assurance that the structural integrity of the containment penetration piping has been maintained. Therefore, request for relief PRR-13, Revision 2, is denied.~

Dear Mr. Sullivan:

By letter dated August 20,1998, Boston Edison Company (BECo/ licensee) submitted Amendment 98-01 to the third 10-year interval inservice inspection (ISI) plan included in this submittal was a request for an alternative under PRR-13, Revision 2, for the use of Code Case N-522 during pressure testing of containment penetration piping, pursuant to 10 CFR 50.55a(a)(3)(i). The staff, with technical assistance from its contractor, the Idaho National Engineering and Environmental Laboratory (INEEL) has reviewed and evaluated the information provided by the licensee. As stated in our previous denial dated March 20,1997, the requirements of Code Cae N-522, Appendix J Testing, with the piping integrity examination requirements of ASME Code,Section XI, only allow the use of Appendix J pressure testing in lieu of the pressure testing requirements of IWC-5221 and IWC-5222, during the pressure testing of containment penetration piping. The NRC staff has determined that the proposed attemative does not provide reasonable assurance that the structural integrity of the containment penetration piping has been maintained. Therefore, request for relief PRR-13, Revision 2, is denied.
