HFA TYPE RELAYS MANUFACTURED BY GENERAL ELECTRIC (GE) COMPANY k
1 NRC Bulletin 88-03, Inadequate Latch Engagement in HFA Type Relays Manufactured by General Electric (GE) Company, requested that licensees perform inspections to ensure that 'all GE latching-type' HFA relays installed in Class IE (safety-related) enlications have adequate latch engagements and that those relays J
i which fai'. to meet the acceptance criteria be repaired or replaced. The

bulletin included GE Service Advice No. (SAL) 190.1 which included the required i
inspection, testing and acceptance criteria for the GE latching type Mlays.
The bulletin also required a letter of confirmation be submitted pursbant to j
the provisions of Section 182a of the Atomic Energy Act of 1954, as amended, including the provisions of 10 CFR 50.54(f).
By letter dated September 6,1988, you provided the letter of confirmation

including the results of your inspection, testing and other actions required by the bulletin.
Your effort also included GE latching type HFA relays in stock as well as those being used in Class I applications.
You further noted that the records of the inspection, testing and corrective actions are documented l
and maintained in accordance with plant procedures for Class IE equipment, j
We have determined that you have performed the necessary actions to address the issues discussed in the bulletin and will maintain the requirea documentation. Therefore, we consider this action complete.
