Subject: Combined Inspection Nos. 50-277/85-36 and 50-278/85-34

This refers to the routine safety inspection of emergency preparedness

activities conducted during the period October 16-18, 1985 at the Peach

Bottom Atomic Power Station and to the discussions of our findings held by

Mr. Hawxhurst with Mr. T. Ullrich and members of your staff at the conclusion

of the inspection.

No violations were identified. However, four areas were identified that ,

potentially could degrade the overall emergency response capability of the

PBAPS site. These areas can be summarized as follows: responsibilities and

authorities in the present emergency organization are not clearly defined;

emergency action levels (EALs) don't appear to be symptom related or contain

the decisional guidelines necessary to escalate appropriately; all personnel

in the emergency organization shall be trained, including practical applica-

tions (i.e., walkthrus, drills...); and the dose assessment methodology should

incorporate the best available actual plant and environmental conditions and

also projections and field data, if available, to determine protective action

recommendations.

As previously identified in a letter to you, dated November 5,1985, we have

confirmed the schedule for corrective action.
