SUBJECT: INSPECTION REPORT NOS. 50-321/88-09 ANO 50-366/88-09 Thank you for your most recent response of July 25, 1988, to our Notice of Violation issued on March 29, 1988, concerning at.tivities conducted at Plant Hatc We have evaluated your res)onse and found that it meets the requirements of 10 CFR 2.201. We will examine the implementation of your  !

corrective actions during future inspection l With respect to violation 88-09-05, in our letter of May 26, 1988, we advised you that the issue was undenoing a generic review by the Office of Nuclear Reactor Regulation. This vid.ation contained two exampits of inadequate bullet resistant barriers: utility vents in the roof of the Central Alarm Station, t and cable tray openings in the inner wall of the Station. After careful review of your denial, we have concluded that the first example occurred as stated, in that, one vent in the Station roof did not protect the operator beneath it from <

a direct line of fire by a high powered rifle while the o)erator was performing  ;

essential alarm station functions. Regarding the seconc example, the small penetrations located in the wall of the Station were of such dimension and [

oblique location that a direct line of trajectory to the Station operators did not exist; therefore that part of violation 88-09-05 will be deleted from our i records. Prior to tfie conclusion of our inspection, we determined that your l corrective action relative to the roof issue was adequate. An additional '
