fubject: Inspection No. 50-352/88-07

This refers to the routine safety inspection of your Inservice Testing (IST)

activities conducted by Mr. Harold I. Gregg of this office on March 14-15, 1988,

March 17, 1988, and March 21-24, 1988, at the Licerick Generating Station, Unit 1.

Mr. Gregg also visited your corporate engineering office on March 16, 1988.

Mr. Gregg discussed the inspection findings with Mr. P. Duca and other members

of your staff at the conclusion of the inspection.

Areas examined during this Inservice Testing implementation inspection are

described in the NRC Region I Inspection Report which is enclosed with this

letter. Within these areas, the inspection reviewed background data, organiza-

tion, the engineeting interface, and performed selective examinations of pro-

cedures, representative records, interviews with personnel, observations of

equipment, and test witnessing.

Within the scope of this inspection, no violations were observed, hcwever, four

inspection findings were categorized as unresolved items and warrant your

attention. The first unresolved item (50-352/88-07-01) groups four concerns

that are being addressed by your staff. These concerns relate to your IST

program control, organizational procedure, general val v Stroke time limits,

and time limits for valves with stroke times less than 10 seconds. The other

three unresolved items relate to: 1) controls on lubricating a valve stem to

ena' o le a stroke time to be met; 2) pump acceptance criteria ranges; and,

3) seismic calculations for an air operated valve.
