An Enforcement Conference was held at the Region Iroffice on' February 23, 1990,

with NRC and licensee representatives to discuss apparent violations regarding
10CFR 50, Appendix R= fire safe shutdown issues at Limerick Unit 1.
These
apparent violations were discussed in NRC Inspection Report'Nos. 50-352/89-12
and 90-04. A Notice of Significant Licensee Meeting issued February 14, 1990
is attached as Enclosure 1.

Topics discussed during the meeting and the meeting attendees are listed in
the attached Enforcement Conference report, Enclosure 2.
The Enforcement

Conference was held to give you the opportunity to refute any discrepant
findings and discuss the cause and safety significance of the apparent

violations, the corrective actions taken, and-any aggravating or mitigating
' factors.
Further actions to be taken by the NRC, with respect to the-apparent

violations,.will be the subject of separate correspondence.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2
'
Title 10, Code of. Federal Regulations, a copy of this letter and its enclosure
- will be placed in the NRC Public Document Room.
