This' letter transmits the routine resident safety inspection.by Messrs.
T. Kenny, L. . Scholl, R. Fuhrmeister and Ms. M. Evans from April 23 - May 28,-
1989 at the' Limerick Generating Station, Limerick, Pennsylvania. . Region I
inspectors J. . Williams and C. Woodard also participated in this inspection.
The inspection consisted of do wment reviews, interviews, and observation of
activities. The results have been discussed with Mr. Martin McCormick, Jr. of
your staff.
Based on our inspection, apparent violations of procedures occurred during the
performance of several activities.
In addition, apparent violations of 10 CFR 50, Appendix B, Criterion X, " Inspection", have also been identified as a
result.of the NRC Independent Design and Construction Assessment corrective
action inspection (Report.No. 50-353/89-200).
These apparent violations have
been categorized by severity level according to 10 CFR Part 2, Appendix C
(Enforcement Policy). You are required to respond to these violations and in
preparing your response you should follow the instructions in Appendix A and B.

These issues indicate that increased management attention and first line
supervision is warranted to ensure that activities are properly conducted.
In
addition this appears to be a repeat of a violation identified in NRC Report
No. 50-352/89-09.
In accordance with 10 CFR 2.79(a), a copy of this letter and the enclosures
will be placed in the Public Document Room. The response directed by this
letter and the accompanying notice are not subject to the clearance procedures
of the Office of Management and Budget as required by the Paperwork Reduction
Act of 1980,-PL 96-511.
