Subject: Enforcement Conference Report for Inspection No. 50-352/86-01

l On February 7, 1986, an Enforcement Conference was held at the NRC Region I

l Office, King of Prussia, Pennsylvania, to discuss the findings of special

!

inspection 50-352/86-01. The meeting was attended by Mr. V. Boyer and members

! of the Philadelphia Electric Company staff and by Dr. Thomas E. Murley, Re-

I gional Administrator, and members of the Region I staff. At the conference the

matters discussed included: the circumstances surrounding the identification,

by members of the plant security staff, of openings and degradations of pro-

tected area / vital area barriers; security officers leaving their posts without

authorization; failure to report a security incident to the NRC; and proposed

actions to prevent recurrence of these violations of NRC requirements. A

summary of the conference and a list of attendees are included in the report

enclosed with this letter.

regarding enforcement action by separate correspondence.
