On February 7, 1986, an Enforcement Conference was held at the NRC Region I

Office, King of Prussia, Pennsylvania, to discuss the findings of special
!
inspection 50-352/86-01. The meeting was attended by Mr. V. Boyer and members
!
of the Philadelphia Electric Company staff and by Dr. Thomas E. Murley, Re-
I
gional Administrator, and members of the Region I staff. At the conference the
matters discussed included:
the circumstances surrounding the identification,
by members of the plant security staff, of openings and degradations of pro-
tected area / vital area barriers; security officers leaving their posts without
authorization; failure to report a security incident to the NRC; and proposed
actions to prevent recurrence of these violations of NRC requirements. A
summary of the conference and a list of attendees are included in the report
enclosed with this letter.
No reply to this letter is required. You will be notified of our decision
regarding enforcement action by separate correspondence.
